Allows simple control over water, nether and terrain fog.
For fabric, the settings screen is available through the "Mod Menu" mod.

- add voxy far chunk fog density settings
- no functional change, but much more intuitive to configure
- rebuild rain fog calculation method
- fixes missing clouds for small render distances or small fog end values
- fixes fog distances being applied slowly after settings change (now instant)
