- Fix version string in paper-plugin.yml being formatted incorrectly
- Fix config.yml parsing of floating-point numbers with no decimal point
- Allow zero values for `worldCoordinateScaleOverrides`

- API: Add `Offset#apply` method to all `Offset` types
