* Adds a cooldown between player messages to prevent chat spam.
* Configurable in `extras.yml`:

* Players without bypass permission must wait the configured cooldown between messages.
* Sends a warning message if a player attempts to send a message too quickly.
* **ClearChat** 🧹
* Clear the entire chat for all players instantly.
* `/clearchat` command available (requires `essentiax.clearchat` permission).
* Optional automatic chat clearing at a configurable interval:

```
* Displays a notification after the chat has been cleared.
