Added compatibility with ParCool. (You likely have to regenerate your config, the parcool compat stuff is at the bottom of the file)

* **Added `parCoolActionCosts`**: A string list defining the `START` and `CONTINUE` costs for individual ParCool actions.
Alpha build because im not 100% sure that it has no bugs and works properly.
