chore(bukkit): on a second thought i think its better to keep `check-permission-via-luckperms` option disabled to prevent confusion
chore: update database config comments to include ip address warning
fix: always return true for `canSee` if the user is not vanished. (will fix an issue with TAB hook). also add a new `useCacheData` and disable it by defauly to eliminate tab removal delay.
